Purpose: Family Reunification/Family Formation

The Rib’e Lugá program offers the possibility to apply for a temporary residence permit for dependent family members for the purpose of Family Reunification/Family Formation.

This permit allows you to reside legally in Curaçao, and through it, the government helps to reunite and/or keep families together.

Only applications submitted via the digital portal in the prescribed manner, upon payment of the required fees and charges, will be processed

Who is eligible?

The following dependent family members may be eligible:

• The spouse of the principal applicant;
• The minor child (up to 18 years of age) of the main applicant;
• The main applicant’s child who is a student and financially dependent (ages 18 to 27).

Requirements

You may apply for a permit for the purpose of Family Reunification/Family Formation if you meet the following conditions:

• You arrived in Curaçao before November 13, 2025;
• You do not pose a threat to public order or safety;
• The main applicant holds (or is eligible for) a residence permit and has sufficient means of support;

To substantiate the aforementioned conditions and in accordance with your purpose of stay (family reunification/family formation), you must submit certain requirements in accordance with the Rib’e Luga policy. [Click here] for the required documents. 

Duration of the permit:
If you select the purpose of Family Reunification/Family Formation, you have the option to choose a temporary residence permit valid for 1 to 3 years.

Specific policy regarding minors (up to 18 years of age)

The policy regarding minors (up to 18 years of age) is aimed at ensuring their safety, stability, and continuity in their care situation. Given the vulnerable position of children, applications for temporary residence submitted by or on behalf of a minor who is a “ ” will, in principle, be given priority, taking into account the minor’s personal situation. Applications from parents of minor children are also carefully assessed. This prioritizes the importance of family unity, aiming to prevent children from being separated from their parents as much as possible.

Specific policy regarding dependent family members (ages 18 to 27)

Children who are de facto members of the family and of legal age (18 to 27 years) may be eligible for a residence permit provided that:

• It has been demonstrated that the child is still a student and
• is financially dependent on their parents.

In this regard, a careful assessment is made to determine whether the child is enrolled in a secondary school or a recognized post-secondary program on Curaçao

Documents required for submitting the application

The following documents must be submitted when filing the application:

• TO application form (this is completed digitally in the portal);
• Proof of entry before November 13, 2025
• Proof of payment of fees and charges;
• Copy of the passport of the family member for whom the temporary residence permit is intended;
• Employer’s statement together with a valid copy of the employer’s ID, bearing an XCG adhesive stamp. 10.00;

• Certificate of Good Conduct (VOG) for those aged 18 and older (not older than 3 months);
• Birth certificate, not older than 1 year and bearing an apostille.

If married:

• Marriage certificate with an apostille.

If a child:

• If applicable, proof of acknowledgment of paternity, guardianship, or parental authority (provided with an apostille or legalization);
• Proof that the legal representative has parental authority over the child;
• If applicable, proof of a copy of the remaining parent’s valid passport together with a notarized statement of no objection;
• If only the father or mother has parental authority, then a copy of the court’s decision (custody order);
• School certificate.

When submitting your application, follow these steps:

1. Submit an online application via TO’s digital portal, including uploading all required documents:
2. Review of the submitted application for a residence permit by TO;
3. Receipt of a decision granting or denying the application. If the application is granted:
4. Payment of the security deposit;
5. Taking out local health insurance for the duration of the decision (at least 1 year);

8. Register with Curaçao Population Registry, Kranshi. You must make an appointment for this;
